The GIS Center in Dubai Municipality was established in 2001 answering the rising need in unifying the geographical standards and information in Dubai and integrating this information with other systems​​.The center is considered as a department in Dubai Municipality , and its organizational structure consists of four main divisions: GIS Data Section, GIS Development Section, GIS Information Networking Section and GIS Services Section.​​​​​​​The GIS Data Section is responsible for managing, analyzing, updating and providing geospatial maps and information. On the other hand, the Development Section is responsible for preparing and developing geospatial systems and solutions. The Information Networking Section​ much less, manages the G​IS data center and installs applications and geospatial systems. The services section​ provides geospatial services to the beneficiaries and receives all their requests and inquiries about geospatial services. 

To fulfil the GISC law , the Center has embarked in creating a central unified open-access portal for accessing and serving geospatial services and maps for the emirate of Dubai , which is an essential part of developing a comprehensive and sustainable geospatial technology infrastructure​.
